Andrey Rubtsov was born in Moscow in 1982. In 2005, he graduated from the Moscow Conservatoire as an oboist and in 2008 as a conductor, both times with honours. In the same year, he started studying on the Postgraduate Course in Conducting at the Royal Academy of Music in London under the tuition of Professor Colin Metters.
In 2001, he joined the Russian National Orchestra under Mikhail Plentev as an Associate Principal and became the youngest artist ever in the history of RNO. The same year, he became a founding member of the RNO Wind Quintet one of the leading Russian wind ensembles, regularly touring countries worldwide such as Spain, USA, Great Britain, Singapore and Malaysia. - January 9, 2010 - Andante Dolente & Scherzo (world premiere) were performed in Glendale, by Glendale Philharmonic Orchestra, Ruslan Biryokov and Maksim Velichkin - Cellos, Mikael Avetisyan - Conductor.
- January 5, 2010 - Three Moods were performed by Wind Quintet of Eastman Community Music School, Rorchester, USA.
- December 25, 2009 - St. Petersburg Chamber Philharmonic, Jeffery Meyer (conductor) and Julia Kogan (soprano) has performed Andrey Rubtsov's romance "I Still Keep Mute" on Vladimir Nabokov's early poem. Concert took place in Glinka Hall, Philharmonic.
- October 2009 - Maxim Rubtsov performed Divertimento in E for flute and piano in five US concerts during September and October. As well there were two master classes in which Flowers of the Sun quartet was performed - once as an experiment with flute choir of 17 students.
- September 7, 2009 - Andrey conducted ensemble of RAM students, performing his "Ouverture to the Russian National Orchestra" in Spencer house, London to mark the beginning of the evening, hosted by Lord Jacob Rothschild for patrons of the Russian National Orchestra.
- September 4, 2009 - Andrey conducted festival orchestra of students from RAM, RCM and Guildhall in Ashover (UK). Program included Liadov, Prokofiev and Mendelssohn's Schottish symphony.
- September 2009 - The Solti Foundation granted Andrey award towards his living costs while studying in Royal Academy of Music, London.
- March 09: Julia Fischer's "Bach Concertos" CD with Andrey playing in Double concerto is getting rave reviews.

- January 2009 - Decca Classics has released new CD with Bach concertos played by Julia Fischer and Academy of St. Martin in the Fields, featuring Andrey Rubtsov in double concerto for Oboe & Violin.
- December 27 - Two pieces for Violin & piano were performed in Bogolubov's library hall in Moscow by K. Kravzov - violin and Elena Kuznetsova - piano.
- Jan 17, 2009. Two Pieces for Violin and Piano will be performed at the opening concert of
the Russian internet music forum "Classics" Festival (Rachmaninov Hall of the Moscow Conservatory).
